In the State Dept. section:
Israeli-Arab Scholarship Fund: The bill provides $375,000 for the Israeli-Arab Scholarship Fund. The fund began in 1992 with a permanent endowment of $4,978,500 under funds granted for the U.S. Information Agency. Annual appropriations are the accrued interest on the endowment.
Jerusalem: For purposes of registration of birth, certification of nationality, or issuance of a passport of a U.S. citizen born in the city of Jerusalem, the Secretary of State shall, upon the citizen's request, record the place of birth as Israel.
Palestinian Broadcasting Corporation: prohibits funds appropriated under this act from being used for any kind of support for the Palestinian Broadcasting Company.

Passed in House 7/23/03 400-21. 11/10/03 Senate considered the bill but stopped action due to passage of a different measure. See H.R. 2673 on 7/9/03 for further action.
