Demands that the U.S. contribution to the United Nations Relief and Works Agency for Palestine Refugees (UNRWA) not exceed either the highest contribution to UNRWA by an Arab country or 22 percent of UNRWA’s total budget; calls on U.S. to use its influence with the UN to secure Israel’s full permanent membership in the UN Western European and Others Group (WEOG); calls for a U.S. audit and report on duplicative entities and functions of: (1) the UN Division for Palestinian Rights; (2) the Committee on the Exercise of the Inalienable Rights of the Palestinian People; (3) the UN Special Coordinator for the Middle East Peace Process and Personal Representative to the PLO and PA; (4) the NGO Network on the Question of Palestine; (5) the Special Committee to Investigate Israeli Practices Affecting the Human Rights of the Palestinian People and Other Arabs of the occupied territories.; and (6) any other entity the secy. of state determines results in “duplicative efforts or funding or fails to ensure balance in the approach to Israeli-Palestinian issues.” Also urges “the shifting of 18 programs from regular assessed budget authority to voluntary funded programs.”
