Finds that the Arab League boycott of Israel, and the secondary boycott of U.S. firms doing business with Israel, are an impediment to investment, trade, economic development, and peace in the Middle East, the Arab League boycott of Israel should end, relations between Arab states and Israel should be normalized, and the U.S. should vigorously oppose the boycott. Would declare U.S. policy to be to oppose boycotts against countries friendly to the U.S., and require the secy. of commerce to issue regulations prohibiting U.S. companies or citizens from taking part in them. Would set forth criminal and civil penalties for violating these regulations of up to 20 years in prison and fines up to $1 m.
