Reaffirming the rights of the Iranian people to freedom of speech and assembly, this bill would direct the secretary of state to work with the relevant social media companies to build an “anonymized and public comprehensive archive of all social media communications, whether successfully transmitted or blocked by the Government of Iran, to and from protesters in Iran since [12/28/17].” The secretary would also be required to submit to Congress a strategy for potential public and private sector actions to prevent the Iranian government from shutting down internet access, as well as a report on the Iranian government’s actions taken in response to the wave of popular economic protests that swept Iran starting on 12/28/17 (see JPS 47 [3]).
