Authorizes the Secretary of Education to make competitive grants to educational organizations to carry out educational programs about the Holocaust. Educational organizations are defined as 501(c)(3) organizations, those exempt from tax under 501(a) of the Internal Revenue Code of 1986, or organized for cultural, literary, or education purposes. Educational programs are defined as: classes, seminars, or conferences; educational materials; teacher training; or any other good or service designed to improve awareness and understanding of the Holocaust. Seeks to appropriate $2m per year for the five years following enactment of the bill.
