The State Dept. portion of the bill appropriates $375,000 for the Israeli-Arab Scholarship program for Israeli Arabs to attend institutions of higher education in the United States; bars U.S. assistance to the Palestinian Broadcasting Corporation; requires the secy. of state, for purposes of registration of birth, certification of nationality, or issuance of a passport of a U.S. citizen born in Jerusalem, to record the place of birth as Israel upon request of the citizen.
