Making further continuing appropriations for fiscal year 2017, and for other purposes

After congressional leaders failed to compromise on FY 2017 appropriations by the end of 2016, they extended FY 2016 appropriations through 4/28/17. They again failed to reach an agreement before the deadline, so they used this bill to avert a govt. shutdown and extend FY 2016 appropriations another week, to 5/5/17.
