States the findings of Congress that North Korea has ‘provided Iran’s surrogates, Hezbollah and Hamas, with both missile technology and training in tunneling techniques with which to attack Israel’; that North Korea helped Syria build the nuclear reactor destroyed by Israel in 2007; and (according to a statement by Israeli Foreign Minister Avigdor Lieberman) that a North Korean weapons shipment seized in Bangkok in 2009 was bound for Hizballah and Hamas. These findings were, inter alia, the basis for the sanctions against North Korea that

would remain in effect until the president certifies that, among other things, the North Korean government ‘is no longer engaged in training in combat operations or tunneling, or harboring, supplying, financing, or supporting in any way’ Hamas or Hizballah.
