To prohibit United States assistance for the Palestinian Authority and for programs, projects, and activities in the West Bank and Gaza, unless certain conditions are met. Conditions cited include that the PA be untainted by violence; that terrorist infrastructure be dismantled; that there be no violence in the West Bank or the Gaza Strip; and that the PA publicly rebuke terrorism.
