“To halt Saudi support for institutions that fund, train, incite, encourage, or in any other way aid and abet terrorism, and to secure full Saudi cooperation in the investigation of terrorist incidents.” Refers to Saudi Arabia as the main provider of funds for global terrorism. Cites a Middle East Media Research Institute report of 7/3/03 citing massive Saudi funding for Palestinian groups fighting Israel, particularly to Hamas as a “reward” for suicide bombers. Imposes sanctions on Saudi Arabia in the form of prohibiting the U.S. from exporting certain defense articles to Saudi Arabia and all items on the Commerce Control list under part 774 of title 15 of Code of Federal Regulations; and limits the movement of Saudi diplomats to a 25-mile range from their respective offices in DC, Houston, L.A., and New York unless the U.S. president waives such limitation.
