“To halt Syrian support for terrorism, end its occupation of Lebanon, stop its development of weapons of mass destruction, cease its illegal importation of Iraqi oil, and by so doing hold Syria accountable for the serious international security problems it has caused in the Middle East, and for other purposes.”
Mentions as “terrorist” organizations that Syria supports: Hizballah, Hamas, the Popular Front for the Liberation of Palestine, and the Popular Front for the Liberation of Palestine--General Command. Also mentions that Israel has abided by UNSC Resolution 425 of 3/19/78 that calls for the withdrawal of Israeli troops from Lebanese territory whereas Syria permits attacks from S. Lebanon on Israeli territory.
Cites the sense of Congress that Syria and Lebanon should both enter serious negotiations with Israel in order to realize full and permanent peace agreements.
Holds Syria accountable for attacks carried out by Hizballah or any Palestinian organization with an office in Syria.
Suggests sanctions on Syria that: outlaws exports to Syria other than food and medicine; prohibits U.S. assistance of any variety from aiding U.S. businesses operating or investing in Syria; restricts Syrian diplomats to a 25-mile radius of Washington DC and 25 mile radius from the UN headquarters in NY; prohibit Syrian aircraft from moving at all in U.S. space; reducing diplomatic ties with Syria; block any transaction in which the government of Syria has any interest. The bill calls for the president to select at least two of the foregoing sanctions to impose on Syria.
Lists a host of criteria that Syria must meet in order to receive U.S. assistance but provides a presidential waiver to forego such criteria.
