“A bill to ensure that tax-exempt status and other benefits afforded under Operation Enduring Freedom are also provided to United States Armed Forces personnel in Israel. For purposes of all benefits afforded, as a result of the Operational Deployment Order issued by the President in January 2003, to United States Armed Forces personnel participating in Operation Enduring Freedom, the geographic area encompassed by the applicability of those benefits shall be deemed to include Israel.” Benefits were to be activated retroactively to 2/1/03.
