To direct the President to transmit to Congress a report on anti-American incitement to violence in the Middle East, and for other purposes

The bill names Al- Aqsa TV (Hamas), Al-Manar TV (Hizballah), Al-Zawra TV, and Al-Rafidayn TV (both are Iraqi stations affiliated with insurgents) as stations broadcasting incitement to violence against Americans. Would state the policy of the United States to be to designate as Specially Designated Global Terrorists (SDGTs) satellite television providers that knowingly contract with television stations that are SDGT’s to broadcast their stations; consider state sponsorship of anti-American incitement when determining assistance levels and relations with states in the Middle East; and urge all governments and private investors who own shares in satellite companies or otherwise influence decisions about satellite transmissions to oppose transmissions of telecasts by SDGT’s. Would require the president to submit a report within six months of passage of the bill and every year thereafter that contains a list, by country, of media outlets in the Middle East that incite violence against Americans, and a list of satellite companies that broadcast programs inciting anti-American violence and/or the programming of SDGT’s.
