“To extend the authorities of the Iran and Libya Sanctions Act of 1996 until 2006.” The original bill being extended here (H.R. 3107, public law 104-172) included a paragraph urging the president to establish an international sanctions regime on Iran and Libya and requested a report from the president as to whether certain countries, including Israel, have legislative or administrative standards that would allow them to participate in the sanctions.
